It may be, but only if your isp is undergoing a system upgrade or overhaul. This is not a regular happening. I would definitely phone your isp to make sure the e-mail is from them. I haven't had to change mine since 1998, although I had to change part of my e-mail address.
I received an email asking me to up date my pop %26amp; smtp settings for security reasons. Is this legitimate?
